		<description>It looks most likely that the cost of installing insulation and renewable energy systems will be grant funded for the poorest and loan funded for everyone else. It is likely to be like student grants - a government backed, cheap loan that only has to be repaid once the savings on fuel bills are sufficient to cover it.</description>
